Vocational Retraining Course on Energy Certification in Constructions

Starting from July 2009 an obligation to provide a statement of “Energy Certification for Buildings” came into force for any kind of against-payment transaction of a property, consequently for simple purchases, even for single property units. Even though the Law n° 133/08 cancelled the obligation of enclosing this statement upon the buying and selling deed, previously established by the Legislative Decree n° 192/05, it is anyhow required to prepare it; actually, the European Directive 2002/91 “Energy Performance in Buildings”, at article 7 clarified that the statement of “energy performance of buildings” must be at the buyer’s availability who has a right to know about the energy performance of the building.
The decree, the Decree of the President of the Republic n° 59/09 laying down the Decree of the Ministry of Economic Development of the 26th June 2009 including the “national guidelines for the energy certification of buildings” (G.U. 10/7/2009 n° 158 – in force since 25/7/2009), establishes the criteria, calculation methods and minimal requirements for the energy efficiency of the buildings to be applied both to public and private constructions, even in the case of renovation of existing buildings, aimed an homogeneous, coordinated and immediately operation application of the energy certification of the buildings over the entire national territory; the provisions of the decree must be applied to the Regions or Provinces that have not already adopted provisions of their own through special regional laws in application of the 2002/91 EC Directive

Specificities
The ENERGY CERTIFICATION statement is a document having a ten-year validity accompanying the energy path of the building (flat, building unit in general) assessing its energy performance.

The ENERGY CERTIFICATION is compulsory since the 1st July 2009 (Legislative Decree n° 192/2005, Legislative Decree n° 311/2006, Decree of the President of the Republic n° 59/2009, Ministerial Decree 26/06/2009) for all buildings being sold or bought; the seller is obliged to prepare the statement before the buying and selling deed of the building.
Beforehand:

  • Since the 1st July 2007 for all buildings bigger than 1,000 sqm and only in case of transfer of the whole building;
  • From the 1st July 2009 for all building units, regardless of their size and quality, in case of against-payment transaction.

The ENERGY CERTIFIER can be a professional technician, regularly enrolled in the professional Association, that has specific skill in the field of energy efficiency of buildings. The knowledge of the certifier are recognized by some regions, such as Lombardy, through accreditation exams and further enrolment to a regional association of certifiers.

Teaching activities structuring
The course is a self-comprehensive one and is available based on delivery periods every three months.

Learning tools: The course delivery will follow the teaching model patented by “UNINETTUNO” and will take place based on the tutored learning mode by means of online tracing of the study path and of the attendance of the video lessons.
For each course participant, they will create a username and password by means of which the access to the learning system is allowed. Upon completion of the individual learning path the requirements for the delivery of the Attendance Certificate will be assessed and they will entail the control of the learning progress and attendance.
From a theoretical and experiential standpoint the following thematic issues will be deepened:

Module VI – The certification procedure, the certifier

Teaching activities
The teaching activities take place on the Internet, in the section “Vocational Re-Training Courses” of the portal www.uninettunouniversity.net, the first learning portal across the world in four languages: Italian, English, French and Arabic.
The psycho-pedagogic model being adopted maximizes the shift:

  • From the central role of the student to the central role of the student;
  • From knowledge transfer to knowledge creation;
  • From a passive and competitive learning to an active and collaborative learning.

The participants will be able to play an active role in their learning process and will have the possibility to study at any time and in any place. The computer system of UNINETTUNO platform will be able to acknowledge the individual user and get the tracing of his learning activities through a quantitative and qualitative assessment of the learning process of each individual student.
