Demos/Ethnos and constituent process

CFU: 8

Course description
Just as in the tradition of western political systems fundamental rights constitute the central pivot of the Constitution, so today there is a renewed necessity for a constituent process in which Europe is given self-identity and recognition. This is a complex path which cannot be thought of as merely the transferring to European level of the experiences of the small countries which the west has undergone. We cannot rest happy with an idea of community as just a summation of incompatible egoisms, anchored in the tradition of a “modern” form of politics typical of the Nation-state. Europe should be thought of in an entirely new and unusual way. “Unusual” consists above all in the conception of a ”public” policy sphere, starting out constitutionally from the dimension of valuing “ethnical”-national diversities and considering these as a resource rather than as an obstacle to Europe’s affirmation. The challenge for Europe will therefore be that of self-identity and recognition in a project for free democracy on the part of whichever identity when it comes to ‘ ethnos’ and which shares an idea of ‘ demos’ which is ready to adopt for common use non-violent and more harmonious rules of life.
Objectives
We shall look at the question “of what we are talking about exactly when we talk about European unification”, considering the models , problems, expectations and concrete projects which Europe is faced with through this difficult pivot of the European Constitution. This is especially so now with the urgent need for a new cosmopolitanism capable of conceiving of a new and fraternal sense of law, able to overcome the hostilities and wars which lie hidden between the folds of arrogant globalisms.
Program
The lessons regard the language and the words used in constitutional treaties, the importance of a European Constitution, the identity of ’Europe and its paradigms, the common public area, a possible fraternal law.
Exercises
Various exercises will be drawn up to recapitulate the content of the lessons aimed at the exchange of information and opinions. Also there will be brief papers based on personal research and further study. The assessment system will be based on effective knowledge gained by a study of the lessons as well as on the students’ capacity to interact with the training course proposed.
