ICDE International Conference 2014 “Connecting the World through Open, Distance and e-Learning"	dd/MM/yyyy-26.09.2014	MOSCOW	The international Council for Open and Distance Education (ICDE ) together with the Moscow State University of Economics, Statistics and Informatics (MESI) have promoted this initiative. The development of technology has considerably changed its main characteristics and even the philosophy of education. Distance education and e-learning have become a part of everyday life, penetrating traditional educational institutions.
