Accreditation of degree and specialized degree courses at "Uninettuno", the independent Telematic University of distance learning
THE MINISTER OF UNIVERSITY INSTRUCTION AND RESEARCH
GIVEN the royal decree of 31 August 1933, n. 1592;
GIVEN the decree of the President of the Republic 11 July 1980, n. 382;
GIVEN the law of 9 May 1989, n. 168;
GIVEN the law of 19 November 1990, n. 341;
GIVEN the law of 29 July 1991, n. 243;
GIVEN the law of 15 March 1997, n. 59;
GIVEN the decree of 3 November 1999, n. 509 approving according to the meaning of article 17, clause 95, of the law of 15 May 1997, n. 127, the regulation concerning provisions as to the didactic autonomy of universities;
GIVEN the ministerial decree of 4 August 2000 determining university degree classes;
GIVEN. the ministerial decree of 22 October 2004, n.270 , stipulating modifications made to the regulation concerning provisions as to the didactic autonomy of universities and approved by the decree of the Minister of universities and of scientific and technological research of3 November 1999, n.509;
GIVEN the law of 19 October 1999 n. 370;
GIVEN the action plan of the European Union Commission of 24 May 2000 and the e learning action plan of 28 March 2001 – “To set our thoughts on the Education of Tomorrow “;
GIVEN the resolution of the Council of Education Ministers of the European Union of 13 July concerning e-learning (2001/C 204/02),which among other matters encourages member states to adopt new methods and approaches and to promote virtual mobility and transnational virtual campus projects;
GIVEN the decision n. 2318/2003/CE of 5 December 2003 of the council of the European Parliament to adopt a multiyear program (2004-2006) for the effective integration of information and communication technology (TIC) in educational and training systems in Europe (e-learning program);
TAKING INTO ACCOUNT that the said decision proposal means to support, also with specific resources, the initiatives of the member states of the European Union in the distance training sector and, in the field of participating priority sectors , that of the University also;
GIVEN the law of 27 December 2002, n. 289, providing for the disposition for the drawing up of the annual and multiyear balance of the State (Financial law 2003) and in particular article 26, concerning initiatives in the matter of technological innovation;
CONSIDERING that clause 5 of the above mentioned article 26, establishes that "with the decree of the Ministry of University Educational and Research, adopted together with the Minister for Innovation and Technology, there are determined the criteria and procedures of accreditation of university courses of distance learning and of the university institutions qualified to release academic certificates, according to the regulations set by the decree of the Minister of Universities and of Scientific and Technological Research 3 November 1999, n. 509, at the end of the same courses without any financial burdens on the State ";
GIVEN the inter-ministerial decree of 17 April 2003 defining the criteria and procedures of accreditation of distance learning courses of state and non state universities and of university institutions qualified to release academic qualifications according to article 3 of ministerial decree of 3 November 1999 n. 509;
GIVEN the inter-ministerial decree of 15 April 2003 approving modifications to the above mentioned decree of 17 April 2003;
GIVEN the ministerial decree of 3 September 2003 with which, .in accordance with the decree of the president of the Republic of 27 January 1998, n. 25, there have been determined the related objectives for the planning of the university system for the three years 2004-2006;
GIVEN the following directive notice of the minister of University Education and Research, adopted on 4 December 2003, protocol. n. 1643 laying out the contents of university planning and working instructions also with reference to the institution of new no state universities comprising those of the above mentioned inter-ministerial of 17 April 2003;
GIVEN the ministerial decree of 15 April 2005 establishing "Uninettuno, the telematic university of distance learning;
GIVEN the opinion arrived at by the committee of experts in the sitting of 17 March 2005 by which the same Committee drew attention to the need for a gradual starting up of the courses;
GIVEN the opinion arrived at by the National University Council in the meeting of 16 December 2004;
GIVEN the note dated 24 March 2006, protocol. 408, according to which the rector of Uninettuno requested authorization to start courses which the university council had already expressed themselves favorable in the above mentioned meeting;
GIVEN that the planning of the training offer of the above mentioned University of distance learning respects, in terms of the minimum structural requirements, the criteria and parameters laid down by ministerial decree n 270 del 2004;
DECREED:
Art. 1
- As from the date of the present decree the distance learning University of "Uninettuno" is authorized to set up and start the following degree courses as laid down by article 3 of ministerial decree of 3 November 1999 n. 509, with reference to the faculties below:
faculty of engineering;
computer engineering (class 9 );
faculty of communications science;
communications science (class 14 );
faculty of economics
economy and management of tourist companies (class 17 )
economy and commerce (class 17 );
economy of cooperative business and non profit organizations (class 28)
- Degree courses which according to clause 1, as stipulated by articles. 4 e 6 of inter-ministerial decree of 17 April 2003, are accredited for the issuing of respective academic qualifications at the end of the same courses.
Art. 2
- The teaching regulations of the distance learning university of "Uninettuno" is integrated under the provisions of the teaching guidelines which by article. 1, clause 1, are attached to the present decree, of which they make up an integral part
- The present decree will be sent to the Ministry of Justice for publication in the Official Gazette of the ItalianRepublic

Specific training objectives
Graduates in Telecommunications Engineering will acquire:
- adequate and developed knowledge of the basic methodological and operational aspects of mathematics and the other sciences as well as an ability to use such knowledge to interpret and describe engineering problems;
- knowledge of basic methodological and operational aspects of the engineering sciences both in general and in depth as they relate to those of the specific field of Telecommunications engineering, as well as a capacity to identify, formulate and resolve problems using methods, techniques and state of the art tools;
- knowledge of their own professional and ethical responsibilities;
- knowledge of the business context and company culture in its economic, managerial and organizational aspects;
- capacity to use techniques and tools for planning components and systems peculiar to Telecommunications;
- capacity to conduct experiments and interpret and analyze resulting data;
- capacity to develop the impact of engineering solutions in the social and physical-environmental context;
- capacity to develop decision-making and inter personal skills;
- capacity to communicate effectively in both written and oral form in at least one language of the European Union other than in Italian;
- possession of basic cognitive tools to continual update their own knowledge and expertise.
Knowledge required for entry (art.6 D.M. 509/99)
Students who intend to join the Degree course must have acquired and developed basic scientific knowledge at high school or technical institute level , in arithmetic, algebra, geometry, trigonometry, physics and chemistry; they must also have a capacity to comprehend verbally and to summarize a written or oral text they must be disposed to a methodological approach (to identify the data of a problem and to use these data ft reach a solution; to deduce the performance of a simple system from basic laws; to link results to the hypotheses which determine them; to recognize limits deriving from simplifying hypotheses)
Possession of the minimal requirements will be evaluated through an admission test. The test results will constitute merely a tool for self-evaluation. On line courses will be organized before the beginning of the main course proper in order to cover possible training needs in particular regarding basic scientific knowledge.
Nature of the final test
The final test will consist of the drawing up of a brief paper in one of the disciplines followed by the student or from a a project matching the professional activity of the candidate who will be evaluated by a commission of five teachers.
Career possibilities for the students
Graduates in Telecommunications engineering will be able to carry out professional tasks in the fields of:
- The telecommunications industry, understood as the complex of productive activities which use information technology to produce telecommunication components and systems and to supply telecommunications services;
- Assisted planning, production, management, organization and assistance to technico-commercial structures, both in the freelance sector and in manufacturing or service enterprises and in public administration;
The main career openings consist of:
-electrical businesses, production and running of apparatus, systems and infrastructures regarding the acquisition and conveyance of information and their use in telematic applications;
- public and private firms offering land or space telecommunication and tracking services;
- regulatory bodies and bodies of air traffic control as well as road .and naval.traffic,. To achive such goals the curriculum for the degree course in Telecommunications engineering:
- includes teaching suitable for supplying a solid basic training in the sector of mathematics, statistics, physics and chemistry;
- provides for tailor-made and related training activities so as to present methodologies and theoretical issues involving the processing of acoustic and numeric and analogue signals,as well as information theory such as pure methodologies and issues linked to telecommunication or tracking systems and to fixed and mobile networks,
- also provides interdisciplinary engineering knowledge in the sectors of electro magnetism, automation science, computer and electro-technical science,
- undertakes to supply the tools for a practical grounding as can be learnt from a theoretical viewpoint through calculation, simulations or laboratory activities carried out using the suitable instruments;
- provides for an adequate consideration of issues regarding company organization and management of finances and business culture through integrated training activities-

Specific training objectives
The training objectives for the degree course in communications Science are as follows:
- acquisition of basic and specific abilities in the sectors of the means of communication so as to carry out professional tasks in the various sectors of the cultural industry (publishing, cinema, theatre, radio, television, new media) and in the consumer sector;
- acquisition of skills relative to the new technologies of communication and information, as well as the abilities necessary for carrying out activities of communications and public relations in private companies, in public administration of culture
- acquisition of the necessary skills for editing and journalistic acivities as well as in the audio-visual sector
- acquisition of the necessary skills for producing texts in the cultural sector
- we also set out to organize, in agreement with public and private bodies, internships and apprenticeships most suitable for attaining the necessary credits required for the “other training activities” according to the specific demands of a professional nature.
Knowledge required for entry (art.6 D.M. 509/99)
Enrolment on the copurse is regulated according to the regulations concerning university studies. The Course Study Council each year can decide whether to proceed or not with admittance planning.

Specific training objectives
The course’s aim is the continual training of:
- experts for a career in the management of public and private companies that operate or plan to operate in the tourist sector ;
- traditional professionals who seek to adopt the most advanced operating and management models in the rapidly evolving tourist industry;
- those in need of professional skills and flexibility in the various types of tourist companies so as to satisfy the present organizational and administrative requirements of the tourist sector ;
Knowledge required for entry (art.6 D.M. 509/99)
Course enrolment is regulated according to the regulations concerning university studies. The normal time need to obtain a degree is three years. To attain the final qualification, the student must have gained 180 credits including those relative to the obligatory knowledge of at least two languages of the European Union besides Italian.
Nature of the final test
The final test will consist of the drawing up of a brief paper in one of the disciplines followed by the student or from a project matching the professional activity of the candidate who will be evaluated by a commission of five teachers.
Career possibilities for graduating students
Graduates in Degree course in the Economics and Management of Tourist Companies will therefore receive training suitable for the best companies, the aim being to enable them to carry out their professional activities in tour companies - where they will be inserted at a manager and entrepreneurial level – and in the freelance sector in the economic area of the tourist business.Those who are inserted inside tourist organizations, whether dealing with accommodation, recreation or travel, will find in the course of their studies the opportunity to combine continuous company training with the acquisition of the suitable knowledge of the field , this linked with the growth and development objectives of the body in which they operate. As such, the curriculum of distance learning Degree course in the Economics and Management of Tourist Companies is designed according to a combination of disciplines in the economic, business, legal and mathematical-statistical fields. It will provide the student with the know-how and skills suitable for tackling management problems in both private and public companies belonging to the tourist sector. The teaching is divided up into distance-learning lessons ) broadcast on RAI DUE, RAISAT 1 and 2, alsoavailable on video cassette), lessons, contacts and on line support )back-up courses on line, exercises, lecture notes, support courses in virtual lecture halls. The cultural profile centres around training a company cadre in the tourism sector, whether in the context of travel agencies and transport companies or in the hotel and recreation sector. Such training aims are attained through the most appropriate integration of the main teachings at basic, core and related levels, covering company, economic, legal and mathematical statistics as shown in the curriculum. To integrate the subject areas indicated the course also involves training activities in the linguistic field through the acquisition - as stipulated in the training objectives for those completing the Degree (class 17) – of knowledge of the oral and written form of two foreign languages of the European Union, of which the first language must be English.

The degree course Economy Of Cooperative Businesses And Non Profit OrganisationS aims to provide professional training at a high level so as to enable the student to eventually function within the non-profit sector. Given the diversity of Non-profit organizations (cooperative enterprises, associations, voluntary organizations, moral bodies, foundations) and the range of sectors that they are active in (health, culture, the environment, free time, education, defense of civil rights, personal liberties, religious and trade union activities, etc) it is essential to have people capable of managing efficiently situations which tend to be ever more complex and complicated. Cooperative enterprises and non-profit organizations, as well as the activities that they carry out, have the vital task of going beyond the traditional dichotomy which sees the State and private profit as the only players on the economic scene or , more in general, with an interest in social change:
